UATC interview: ‘In the Philippines, Telling the Truth is a Challenge’ 
“If we will not investigate, who will?” asks Dr Benito Molino, whose evidence was crucial to the second-only conviction for torture under the Philippines Anti-Torture Act of 2009, despite a huge rise in torture over the past decade. Article 12 of the Convention Against Torture, turning 40 this year, obligates States to a “prompt and impartial investigation” to allegations of torture.
