Brazil: Technical Memorandum on the Regulation of the Use of Force in the Prison and Socioeducational Systems

HUMAN RIGHTS-BASED ANALYSIS OF EXISTING USE OF FORCE PROTOCOLS. AVAILABLE IN PORTUGUESE.

The absence of adequate use of force protocols in places of detention in many Brazilian states has been highlighted as a risk factor for torture. This Technical Note analyses the Brazilian internal rules on the use of force in the juvenile and prison system from the international parameters established for their regulation and control.

This Technical Note is the result of work carried out in the project “Tackling the Tools of Torture and Supporting Reparation”, executed in Brazil by the Omega Research Foundation in partnership with Justiça Global during the period 2018-2021. The project sought to promote the development and implementation of effective national, regional and international mechanisms to control and promote accountability for the use of equipment that can be used for torture or other forms of violence or ill-treatment in places of detention.
