Metal restraints that are designed to restrict hand movement by holding thumbs or fingers in a fixed position. Some models of thumbcuffs are serrated on the inner edge.

The use of thumbcuffs and finger cuffs carries a high risk of thumb and finger injuries from excessive pressure as well as bone fractures and nerve damage. Use can also cause secondary injuries from falls, as the restrained person would be unable to break their fall.

Thumbcuffs and finger cuffs can be used in torture or other ill-treatment, especially when they are used to restrain a person in stress positions.

Use of thumbcuffs and finger cuffs is inherently degrading and fulfils no legitimate law enforcement purpose.

The manufacture, trade, and use of thumbcuffs and finger cuffs for law enforcement should be prohibited.
