Cillian Blake
Cillian is a Sergeant in An Garda Síochána (Ireland’s national police service). He has 18 years of operational policing experience and has been involved in the delivery of use-of-force training and firearms and less-lethal weapons training.
Cillian holds a BA in law, an LLB in Law, and an LLM in international human rights law. Cillian is currently in the final stages of a PhD examining the law regulating police use of force.
Cillian has been appointed as an independent expert with the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. Cillian is also a member of CEPOL’s Human Rights Expert Group for developing human rights standards in policing at a horizontal level.
Cillian has been published in the International Journal of Human Rights and the Irish Criminal Law Journal.
