Cillian Blake

Cillian is a Detective Sergeant in An Garda Síochána (Ireland’s national police service). He has 20 years of experience in the police and has been involved in the delivery of use-of-force training and firearms and less-lethal weapons training.

Cillian holds a BA in law, an LLB in Law, an LLM in international human rights law, and a PhD (Are the legal standards for the permissible use of force by Gardaí adequately clear to protect society from excessive use?) wherein he examined the law regulating police use of force.

Cillian has been appointed as an independent expert with the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. Cillian is also a member of CEPOL’s Human Rights Expert Group for developing human rights standards in policing at a horizontal level.

Cillian has been published in the International Journal of Human Rights and the Irish Criminal Law Journal.
