Two metal cuffs, usually larger than cuffs in ordinary handcuffs, that are attached together by a heavy chain. These cuffs are usually non-adjustable, and can weigh up to 8kg (approx. 17.5 lbs). Some models can have additional weights added (on the chain link, for example).
Weighted leg cuffs are heavier than would be necessary to adequately restrain a person, and the weight significantly restricts movement and increases risks of ankle and other injuries. Prolonged use of weighted leg cuffs can lead to lacerations, blood poisoning, and other long-term harm.
Wearing weighted leg cuffs is inherently degrading and their use constitutes a prima facie violation of the prohibition of torture and other ill-treatment.
Their use fulfils no legitimate law enforcement purpose. The manufacture, trade, and use of weighted leg cuffs for law enforcement should be prohibited.
