Single or double lockable metal cuffs, usually attached to a metal chain, that are designed to be bolted or otherwise anchored to the floor, wall, ceiling, or other fixed object.
Fixed cuffs can be used to facilitate torture or other ill-treatment, especially when they are used to restrain someone in a stress position. Use of fixed cuffs can be considered to be inhuman or degrading treatment or punishment, and their use fulfils no legitimate law enforcement purpose. The manufacture, trade, and use of fixed cuffs for law enforcement should be prohibited.
