A rigid, typically metal, bar connecting two lockable rings or cuffs that restrain a person’s ankles.
The rigid bars significantly restrict movement and risk ankle injury or falls. Prolonged use of bar fetters can lead to lacerations, which can in turn lead to blood poisoning and other long-term physical harm.
Bar fetters are inherently degrading, and their use fulfils no legitimate law enforcement purpose.
The manufacture, trade, and use of bar fetters for law enforcement should be prohibited.
